Luzon, as the most populated and largest of the three primary Philippine islands, is the center of commerce for the country. And a big part of the commerce is gambling – mostly of the brick-and-mortar variety. There are more casinos in Luzon than in the rest of the Philippines combined. That said, there are some Philippine gambling laws that limit access to brick-and-mortar casinos in Luzon. First and foremost, anyone wishing to gamble at a physical Luzon casino must be at least 21 years old. Secondly – and perhaps even more restrictively – players must be able to prove “adequate” income in order to play on any venue’s gaming floor.
Finally, the Philippine government limits how much money you can actually wager during a particular time period (i.e. per week or per month). This, as you can imagine, rather reduces the number of eligible players who can legally gamble in Luzon.

Gambling in Luzon, Philippines, is restrictive in person, and it’s just as restrictive online – if you’re playing with a domestic operator. In the Ilocos Region (particularly Ilocos Norte), there are a handful of small casinos, mostly operating under the PAGCOR “Casino Filipino” brand. There are even fewer brick-and-mortar Philippine gambling venues in Calabarzon, the Southwestern Tagalog Region, and Bicol. In general, the tourism markets in these areas focus on scenic destinations instead of gambling destinations.
Meanwhile, the casinos in the Cordillera Administrative Region – due to its proximity to Ilocos Norte – are the same venues you’ll find in the latter.
For serious gamblers, then, that leaves Cagayan Valley, Central Luzon, and the National Capital Region as the primary areas in which to enjoy world-class Philippine casino gambling.
Luzon Philippines Casino Destinations - List Of Casinos In Luzon
While there are eight major regions in Luzon, casinos aren’t really available in all of them. At least, noteworthy casinos aren’t. There are plenty of legal gambling opportunities for you wherever you travel across Luzon, but real “destination casinos” are less common.
Instead, such venues are concentrated exclusively in three distinct parts of Luzon. In order of gambling popularity, these are: Metro Manila, the Cagayan Valley, and Central Luzon.
Metro Manila Casinos
Without question, if you’re looking for the best casinos in Luzon – or, for that matter, the best casinos in the Philippines – you’re going to be looking at the casinos in Metro Manila. Metro Manila – aka the National Capital Region – is by far the biggest Philippine gambling district, and it’s the one that attracts the largest share of Philippine gambling tourism.
Metro Manila itself is home to numerous casinos of different sizes, with many Philippine casino resorts as well as standalone gambling venues. However, there are really just two major gaming destinations in Metro Manila: Manila City and Entertainment City.
Casinos In Manila City
About half of all the casinos in Metro Manila are in the City of Manila proper. If you’re familiar with Las Vegas, Manila City is basically like North Vegas – or “Old Vegas” – as opposed to the ritzier and fancier Vegas Strip. Manila City casinos are smaller and more intimate, and they include the following venues:

Casinos In Entertainment City
If the City of Manila is North Vegas, PAGCOR’s Entertainment City complex – located in Parañaque – is the Vegas Strip. This is where the majority of international tourists come to play, and the area is dedicated almost completely to the gambling industry.
As of 2023, there are three major Philippine integrated resort casinos (aka IRs) up and running in Entertainment City. Each is a billion-dollar facility with world-class amenities. These include:

While E-City could easily support more large-scale casino resort venues, there is currently a government-imposed moratorium on developer licenses. This is likely to be lifted in the future, though it may be several years before another big Entertainment City project is greenlit.
Note: There is one “Entertainment City style” IR being developed outside of E-City itself. Located in Quezon City about an hour away from Entertainment City, Solaire North – a sister property to its EC-based namesake – is currently under construction.
Cagayan Valley Casinos
The Cagayan Valley itself isn’t a particularly lively casino region, though there are a few local gaming hotspots here and there. The region is instead known for being home the Cagayan Special Economic Zone, which is where the real action is.
To be sure, the casinos in Cagayan Valley are still up and coming, as the Cagayan Freeport is very much a work in progress. Still, if you’re in the area, it’s worth checking out the two big Cagayan casino resorts (as well as some of the smaller, more casual venues if you have time).
Casinos In The Cagayan Special Economic Zone
The Cagayan Special Economic Zone and Freeport (CSEZFP) – aka the Cagayan Freeport Zone (or simply “Cagayan Freeport”) – is designed to be a sort of “autonomous” municipality separate and distinct from standard Philippine cities or regions. The idea is that these regions (Central Luzon’s Clark Freeport Zone is another example) are self-governing with an emphasis on commercial and economic enterprise.
They still answer to the Philippine government, of course, but the government takes a more “hands off” approach in overseeing their civic and economic endeavors.
The best example of this can be seen with Cagayan Special Economic Zone Casinos. Here, even though PAGCOR is the Philippine gambling regulator, gambling in the Cagayan Freeport is mainly overseen by the Cagayan Economic Zone Authority (CEZA). PAGCOR still runs the show, but CEZA runs point. All other Philippine Special Economic Zones work the same way.
The largest, most prominent Cagayan Freeport casinos are all located in Sta. Ana:

Central Luzon Casinos
Central Luzon itself is a large region and boasts numerous small gambling venues for the locals. However, the situation here is much like the situation in the Cagayan Valley, with the majority of destination gambling venues located in the Clark Freeport and Special Economic Zone in Pampanga, Central Luzon.
As the main cultural, economic, and entertainment hub of the region, Clark casinos are some of the best Philippine gambling venues there are. (The Clark Freeport isn’t quite on par with Entertainment City, but hey, what is?)

The Clark Freeport and Special Economic Zone (CFEZ) is located in Pampanga, Central Luzon. The CFEZ is comprised of the Clark Freeport Zone (CFZ) and the Clark Special Economic Zone (CSEZ). Like the Cagayan Freeport, the CFEZ is a semi-autonomous economic development center. The area is named after the Clark Air Base, a retired US Air Force facility where the freeport is now located.
Naturally, Clark is the main tourism hub and gaming center of Central Luzon, and there currently a trio of notable Clark Freeport casinos:
